New Taipei ERCA unveils the first fire simulation education college in the country
Emergency Response Command College of Fire Department of New Taipei City (Emergency Response Command) Academy, ERCA) held an opening ceremony at 2 pm on April 24, 2018. Mayor Hou Youyi was presided over by Mayor Hou Youyi and invited the Fire Department of the Ministry of the Interior, the Central Police University, Taiwan Police College, fire departments in various counties and cities, local public opinion representatives, and gentry to visit the ceremony. ERCA is the first in China to innovatively use 3D disaster virtual reality technology to simulate disaster situations, train fire commanders to respond to disaster relief and emergency situations, and to effectively carry out large-scale disasters in a team model. The team's tacit understanding of crisis management was cultivated. ERCA not only introduced the US ADMS simulation system, built-in 12 disaster scenarios and customized New Taipei City field scenes, but also went to advanced countries such as the United States, France, South Korea, and Star to exchange computer simulation experiences and cultivate soft power. Before, when the annual Crisis Management Network meeting trial operation was held on October 19, 2017, it was unanimously praised by 10 foreign cities attending the meeting. It is also the focus of attention of the industry, officials and academic circles in the field of disaster response, and can be regarded as the pioneering work of the national fire protection agency.
Mayor Hou Youyi said that firefighting work is full of dangers, and disaster sites are changing rapidly and unpredictable. In particular, the commander shoulders major responsibilities. Judgment and decision-making often determine whether the on-site rescue is successful. Through ERCA, the commander's ability and teamwork will be cultivated, and the disaster relief experience and fire tactics will be inherited and accumulated, and the lives of the fire scene are safe. At the same time, it is emphasized again that both the commander and the grassroots colleagues are the most precious firefighting partners of the city government. You must pay attention to your own safety in order to have a chance to save others.
Director Huang Deqing of the Fire Department said that during the past, during his tenure as a grassroots firefighter cadre, he accumulated at least 50 large-scale fire relief experiences every month. He knew that commanders should have logical judgment and thinking in the fire scene, and had the ability to command, control, contact and intelligence collection. In the future, ERCA not only plays the role of emergency response training, but also is a communication platform to assist front-line disaster relief personnel to solve practical problems. He also strengthens disaster relief capabilities with smart technology and implements policy goals for action governance and smart cities. He also welcomes counties and cities to come and learn together with fire and disaster prevention units around the world, and cooperates to hold a series of commander training to jointly create a new milestone in the fire protection field.
